Following the unprecedented hurricane seasons of 2004 and 2005, the devastation potential of a natural disaster has become quite clear. Despite that fact, a recent report issued by the Department of Homeland Security declares that cities and counties are alarmingly unprepared to respond to and recover from an event of any magnitude. This makes for an uncertain future for our nation and its citizens. So where do we go from here?
